The minimum requirement to host and run the website on local computer is we need a web server. The web server can be IIS or Tomcats, but however not every computer is come with this features. Even have web server features, but not all computers have installed and activated for users to host the website. Windows start-up become slow sometime due to the program that auto run when boot into the Windows. For faster performance, users may disable the program when Windows start-up. Most of the time users will use Msconfig tool to disable or enable the program when Windows start-up, but after Windows reboot the program still will run. This happen because the software may be infected by trojan or virus. Is better to remove it when disable from Msconfig.

Msconfig is a build-in powerful fro Windows, it allow user to disable and enable the program to start when Windows start-up. But it now allow user to remove the program from the computer.
